In recent years, construction activities have been steadily increasing especially with the 10 major infrastructure projects are being rolled out in phases as scheduled. With the increased activities, better safety and logistics management is sought by the industry. Statistical data from various sources indicate that the majority of fatal accidents in the construction industry can be categorized into following types:

  • Fall of person from height
  • Striking against or struck by moving objects
  • Struck by moving vehicles

Industrial accidents in construction industry in 2008, 2009, 2010, 2011



The majority of accidents could be prevented by taking simple measures or adopting proper working procedures. Existing solutions have been heavily focused on two aspects: enhancing and enriching safety management procedures and providing more safety trainings. In our opinion, these solutions have reached a bottleneck as although annual investments in safety management manpower and safety trainings have been increasing; the rate of fatalities has not been decreased. We believe that the main reason is that all these solutions are unable to provide proactive warning to workers when they are exposed to dangerous situations.

Hong Kong R&D Center for Logistics and supply Chain Management Enabling Technologies (LSCM) and Construction Virtual Prototyping Laboratory (CVPL) jointly submitted a proposal “Location-based Technologies for Asset Tracking and Risk Management” to the Innovation and Technology Commission (ITC) of Hong Kong with eight sponsors/supporting parties as follows. The proposal was approved in Dec 2012 and the project was launched on Jan 1, 2013.
